How do I create a serviio user? (ZYXEL NSA325V2)

I found that Serviio can't be running as root.
What does this mean? is it the server or the console?
And how do I create a serviio user and what permission do I set?
How do I add this user to windows 8.1?

installed Serviio 1.6, java 1.8.0_33, Serviio Console 1.6
installed Serviio 1.6, java 1.8.0_33, Serviio Console 1.6
