It is possible to transcode all avalable videostreams with maxvbitrate = 15000?

My Englisch is very bad.

Yes, you need to modify the Samsung E/F profile in Profiles.xml to add the maxVBitrate setting to any video transcoding instructions in the profile (ie. wherever you see a command with a targetVCodec statement, add to that command maxVBitrate="15000".
