There's something specific with your Internet connection when you are outside the country, and there's nothing that can be done from the Serviio side to improve that.
Plex might work better simply because when you are using Plex from outside your home network, you're actually going through a Plex server, and not connecting directly to your home network like you are with MediaBrowser and Serviio. That intermediate Plex server can likely load and process the video faster since it's located in the same geographical location as your home system.
